According to the results of the monitoring conducted by the Interdepartmental Commission of the Ministry of Science and Education, it was deemed necessary to optimize the activities of 45 higher education institutions and branches, deemed ineffective, and the founders were recommended to reorganize 373 higher educational institutions and branches.
According to the Deputy Minister of Education and Science of the Russian Federation, Oleksand Klimov, when reviewing materials on universities, a detailed analysis was conducted based on a wide range of indicators characterizing the activities of universities. The experts gave an assessment of the personnel potential of the higher education institution, the publishing activity of teachers, and the employment of graduates. When assessing financial support, the average salary of teachers was evaluated in relation to the average salary in the region.
"In the vast majority of higher education institutions recognized as ineffective, the average salary of teachers did not reach the average indicator for the region, and in some cases it was only 10-15%", - said Klymov.
When evaluating the staffing of the educational process, the ratio between the number of teachers and students was analyzed.
"It turned out that in some universities, in fact, it is not teaching, but the issuing of diplomas in a stream," said the deputy minister. "There are several dozen students per teacher.". He also noted that most of the teaching load in inefficient universities is usually carried out by part-time teachers.
In 2013, 934 state, non-state, municipal and regional institutions of higher education and 1478 branches participated in the monitoring.
