Report of the management of the Ministry of Education and Culture for 100 days of work. Priorities of further education reform

Report of the management of the Ministry of Education and Culture for 100 days of work. Priorities of further education reformThe day before, namely on June 10, 2014, the leadership of the Ministry of Education and Science of Ukraine announced at a press conference about 100 days of work and reform of the education sector.

As the Minister of Education and Science Serhiy Kvit noted, the main priority in the Ministry's activities is to improve the quality of education: "The Ministry renounces repressive functions and becomes a partner of educational institutions in achieving quality. We also reject corruption as an integral part of governance."

There have been changes in the structure of the state administration of science and education of Ukraine. "The State Agency for Science, Innovation and Informatization has been liquidated. Part of it is attached to the structure of the Ministry of Education and Science. And on the basis of the other part, the State Service for Electronic Governance was created, which was transferred to the competence of the Ministry of Regional Development, Construction and Housing and Communal Services», emphasized Serhiy Kvit.

First Deputy Minister Inna Sovsun presented the report of the Ministry of Education and Science on the results of work for 100 days. View the presentation: "100 days: report of the Ministry of Education and Science".

The First Deputy Minister spoke about the main achievements of the Ministry of Education and Culture in 100 days; namely: on increasing efficiency, transparency and publicity; debureaucratization of education; international cooperation and a vision of the further development of education.

It was noted that for the first time in the management system of Ukraine, online accounting was introduced, which is installed on the website of the Ministry of Education and Culture, but is currently being tested and refined.

Deputy Minister Pavlo Polyanskyi informed that after a meeting with teachers, parents and the public, the Ministry made changes for the next academic year to the Standard Curriculum. One of the changes is the removal of the rule that forced schools, even those without teachers and the necessary conditions, must study a second foreign language from the fifth grade. Schools, where there are conditions, are given the right to study a second foreign language. And where there are no such conditions, schools can use these hours for other needs.

"In the next academic year - since there are many complaints about the content of programs for primary school and the content of textbooks - we allowed teachers to use both the programs and textbooks of previous years, as well as those already printed according to the new curricula", said Deputy Minister Pavlo Polyanskyi.

As noted by Pavla Polyanskyi, gold and silver medals, letters of commendation and other awards were delivered to Crimea for the 11th grade graduates: "They are awarded to all school graduates who wish to do so. Perhaps, under external influences, some graduates refuse to receive Ukrainian certificates. But the Ukrainian state and the Ministry did everything to bring them to Crimea."

One of the most important tasks of the Ministry of Education and Culture is the work on solving problems related to the low quality of education, inefficient administrative apparatus, corrupt practices in the management of educational processes, the detachment of higher education from science, the low level of remuneration of educators and scientists, the need to reduce the network of educational institutions , insufficient connection between education and the labor market.
