During the meeting, members of the collegium discussed the implementation of the Law of Ukraine "On Higher Education", implementation of the program of conducting research by Ukrainian scientists in the Antarctic, determination of the results of external examinations, the procedure for providing vultures and certificates of the Ministry of Education and Culture, the nomination of textbooks for the State Prize of Ukraine in the field of science and technology, recognition of educators with state awards of Ukraine, awards of the Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine.
Maksym Strikha emphasized the importance of the Antarctic expedition of Ukrainian scientists and reported on the implementation of the scientific and technical program for conducting research in the Antarctic for 2011-2020, because important geological-geophysical, hydrometeorological, oceanographic, biological, medical-physiological research is being carried out at the "Akademik Vernadskyi" station and interdisciplinary areas supported by the international Scientific Committee for Antarctic Research (SCAR).
According to the Deputy Minister, Ukrainian scientists managed to establish promising deposits of hydrocarbons and other minerals.
"Ukraine is one of the few countries that has the status of an Antarctic state, and today, more than ever, effective state support at the legislative level is needed for further scientific research in the Arctic region," Maksym Strikha said.
Ihor Likarchuk, director of the Ukrainian Center for Evaluation of the Quality of Education, informed about this year's system of determining the results of external independent evaluation, which is based on the method of determining the "passed/failed" threshold. Having analyzed various methods, the Ukrainian Center for the Evaluation of the Quality of Education singled out the systems for determining the threshold score of V. Angoff and K. Beuk as the most rational, i.e. the threshold score will be determined by experts setting the minimum number of test points that an applicant with the minimum required level of knowledge can receive for completing the test .
According to the board's decision, the Regulation on setting the threshold score will be developed in the near future, taking into account the comments and suggestions of the members of the Board.
Also, the meeting approved the list of textbooks nominated for the 2015 State Prize of Ukraine in the field of education and technology; the issue of providing educational literature, teaching aids and equipment with vultures and certificates of the Ministry of Education and Culture was considered; nomination of scientific works for the awarding of annual prizes of the President of Ukraine for young scientists; recognition of workers in the field of education and science with awards of Ukraine, awards of the Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine.
