Today, the Verkhovna Rada will consider at once four draft laws designed to completely Ukrainize the country.
Immediately, several people's deputies from different factions of the parliament declared that the Rada would very likely adopt the revised draft 5670-d, submitted by the group of authors back in June 2017. It was signed by people's deputies from all pro-government factions.
True, the final document, published on the website of the parliament, will be substantially revised. In particular, the deputies plan to cancel the scandalous rule on the creation of a "language inspector" who will monitor the use of the Ukrainian language.
"Today there will be a committee where different groups will look for an option to remove the norm on language inspectors. In addition, there are several other points... This is a historic decision that the Ukrainian parliament should have made a long time ago. We need to close the legal vacuum after the decision of the Constitutional Court regarding the Kivalov-Kolesnichenko law, as well as the adoption of the law on education. We saw that such things create debates about the rights of national minorities, funding of the state language, and they need to be resolved," explained the co-author of the project, People's Deputy from the Petro Poroshenko Bloc, Hanna Hopko.
According to the results of the profile committee meeting, the amendment on the language inspector was removed from the law.
"Yes, the amendment was removed. Bill 5670-d is the main one," said the head of the committee, People's Deputy from the BPP Mykola Knyazhytskyi.
People's deputy from the "People's Front" Taras Kremin also declared about the tolerance of the law. According to him, the main innovations will in no way affect the everyday communication of Ukrainians, but will be able to influence the general linguistic atmosphere in the country.
The draft law makes changes to the judicial system of Ukraine. It is clearly stated that all documents and acts of civil, administrative, and criminal proceedings are conducted in the Ukrainian language. After the adoption of the norms, plaintiffs, defendants, as well as judicial authorities will be obliged to submit any documents exclusively in the state language.
In addition, during employment, the future judge and his assistant must not only show fluency in the Ukrainian language, but also confirm it with a certificate from the "National Standards Commission".
Similar requirements are introduced for civil servants, lawyers, notaries, candidates for deputies of local councils, people's deputies and their assistants. People who plan to become citizens of Ukraine must also receive such a certificate.
The future Human Rights Commissioners, as well as candidates for president and prime minister, did not miss the innovations.
Regulation will also affect education. The draft law states that Ukrainian is the language of preschool, extracurricular, secondary and higher education. Postal and transport services are also translated only into Ukrainian. The initiators of the draft law are making changes to domestic cinema as well. Yes, the license will be denied to films that are found to be humiliating or insulting the Ukrainian language.
According to the proposed norms, advertising in Ukraine is translated into the state language. All organizations and property entities registered in the country produce signs and advertising plates exclusively in Ukrainian. Similar changes will affect television, radio and newspapers. The item about 60% of Ukrainian content on airwaves has been removed.
After the adoption of the law, consumers will also be able to read all the necessary information about any product in the Ukrainian language. Changes also apply to branded products.
