During a briefing at the Club of the Cabinet of Ministers of Ukraine on February 17, 2015, Pavlo Polyanskyi emphasized that the Ministry of Education and Culture creates such conditions for every child that they have a school certificate and a chance to enter a university.
All graduates who are currently in a territory not under the control of the Ukrainian authorities have the opportunity to study in another territory under the control of the Ukrainian authorities. For this, the parents of the graduates must write and submit a paper or electronic application to the director of the chosen school with a request to pass the state final certification in the form of an externship.
If everything is done on time, students from these territories will be able to take the state final certification and external independent assessment of Ukrainian language and literature, as well as DPA in other subjects, the dates of which will be determined by the school, as early as April 24.
"The state should give these young people a chance in the form of a school certificate, so that the child can then take advantage of this chance. We also direct the local education management bodies so that not a single child is left behind," said the deputy minister.
Also, Pavlo Polyanskyi reported that bases of educational institutions - boarding schools, sanatorium-type institutions - have been formed in all regions of the country. If necessary, all willing graduates, together with their parents, will be able to come to stay during the state final certification at school through an externship and stay there for two or even more months to finish school, prepare for external independent assessment, take external examinations and submit documents to universities .
"We understand that some children from Luhansk and Donetsk regions will have great obstacles in crossing the checkpoints, they may not have time to register, so in this case, the Ministry has postponed and changed the schedule of passing the final examination for 1 month," said Pavlo Polyanskyi.
There are no benefits and simplifications regarding the preparation of the ZNO for graduates from the ATO zone and Crimean Autonomous Republic, except for the extension of the registration period. "Regarding the content of the test tasks for admission to higher educational institutions, the requirements are exactly the same for all applicants, because higher education is not mandatory, it is obtained on a competitive basis, and here only a certificate with a higher number of points can have an advantage," he said.
