The day before, the public relations and mass media department of the Prosecutor General's Office of Ukraine reported that the statement of the director of the Ukrainian Center for Evaluation of the Quality of Education regarding the impossibility of conducting external testing in 2016 due to the actions of law enforcement agencies is deliberate misinformation.

I. Likarchuk categorically rejects all accusations, referring to the fact that he did not make a statement about the impossibility of conducting an external independent evaluation in 2016 due to the actions of law enforcement agencies, but only named some factors that, in his opinion, make it impossible to conduct an external evaluation.

For example, the seizure of the server equipment in the Ivano-Frankivsk RTSOYAO, which stored and processed information about the results of the external evaluation of applicants from the whole country, as well as stored the databases of the RTSOYAO, in particular, the Bank of Test Tasks of the Ukrainian Center.

Also, the cooperation of the databases of the UTSOYAO with the EDEBO was seriously complicated during the 2015 introductory campaign.

Copies of database and software files were made, but only some, about 10-15 % of all information.

So, according to I. Likarchuk, it is currently almost impossible to restore the operation of all services of UTSOYAO, since there are no similar data storage systems in UTSOYAO. The servers have not yet been returned, and the restoration of the structure of application programs, databases, and the communication system between them is impossible without all system components, as all these connections are deeply integrated.
