In Ukraine, for the first time, uniform conditions of the competition for the post of director of a professional education institution will work. The relevant order is signed by the Minister of Education and registered with the Ministry of Justice.
The new Procedure determines the procedure for conducting a competition for the position of head of a state institution of professional (vocational and technical) education.
"This document was needed for two reasons. First of all, previously we did not have a general procedure that would regulate the conduct of the competition for the position of the director of the vocational school. Thus, the founders were mainly guided by the Cabinet of Ministers' resolution "On conducting a competitive selection of managers of economic entities of the state sector of the economy." However, its norms cannot always be applied to an educational institution. Secondly, a document that meets the requirements of the time was needed. Now we have finally arrived at an order that will be relevant and remove all complaints about the transparency of the selection," said Iryna Shumik, Director General of the Vocational Education Directorate of the Ministry of Education and Culture.
The new Procedure defines the general requirements for candidates, the composition of the competition commission, terms and conditions, and the procedure for contesting the results.
For example, applicants must have at least three years of experience in managerial positions or in the field of economics, and an education of at least a master's degree (specialist). They must also be fluent in the state language and understand the training of workers.
In the Procedure, the most attention is paid to the competition commission, namely its powers and duties. It is important that the head of the commission cannot be the founder of the institution.
