On March 30, 2016, at a meeting of the Committee of the Verkhovna Rada of Ukraine on Science and Education, the draft Law of Ukraine "On Education" (revised) No. 3491 was discussed, which had previously been sent to the Committee for the purpose of preparing it for the repeated first reading.
The head of the Committee on Science and Education, Lilia Hrynevych, thanked all the members of the working group that worked on the bill, because, as she noted, the discussion was not easy, a consensus was not found on some issues, and there were still work tasks until the second reading. "I believe that at this stage we finally have a fairly complete and systematic reform of education, which is described in the basic legislative act. The draft law resolves many issues that arose before the previous revisions," Liliya Hrynevych stressed. She noted that the goal - to respond to the challenges facing the education system and the state with European ambitions - has been achieved in the draft law.
The Chairman of the Committee informed the audience that the correct structure of the draft law had finally been achieved and those articles that could be corrected between the first and second reading had been added. Lilia Hrynevych listed the main content items added to the project: a description of a modern Ukrainian school with its differences from today's school; the status of pedagogical and scientific-pedagogical workers as leaders of reforms is defined; mechanisms have been developed to ensure equal access to education, particularly in rural areas, and the relationship between education and the labor market; positioning of professional and technical and higher professional education, the source of financing of which is determined by the state budget. The head of the Committee confirmed the presence of a number of additional progressive norms in the draft law.
The Committee of the Verkhovna Rada of Ukraine on Science and Education decided to recommend to the Verkhovna Rada of Ukraine the draft Law of Ukraine "On Education" (revised) for consideration in the first reading.
