At the event, the Minister emphasized that reforms in education are aimed at deregulation and decentralization. "We need to create a new situation in education. This should be a new way of life, a different organization of the educational process," said Serhiy Kvit.
The process of implementation of the Law of Ukraine "On Higher Education" was also discussed, which requires the development of more than 40 normative legal acts, amendments to laws and government orders, and also requires understanding on the part of higher education institutions: "There are universities that we encourage to independence and autonomy, reminding that the Ministry should not give orders."
Serhiy Kvit also noted that, in addition to academic and organizational autonomy, higher educational institutions and research institutes will have financial autonomy. "There is already a corresponding provision in the Law of Ukraine "On Higher Education", appropriate changes have been made to the Budget Code, and a Government resolution is currently being prepared on how universities and scientific institutions should dispose of the funds they have earned themselves."
According to the Minister, an important component of the development of education in Ukraine is its integration with higher education. For example, on March 20, 2015, the solemn signing of the Agreement between Ukraine and the European Union on the accession of Ukraine to the research and innovation program "Horizon 2020" will take place. "Horizon 2020" is the largest European grant program supporting the development of science and research, its total amount is 80 billion euros. "Since the beginning of 2015, all our universities and research institutes already have access to this huge resource," Serhiy Kvit informed.
We note that an important result of the Ministry's work in 100 days is the completion of the evacuation of 26 educational institutions from the occupied territories and the war zone, of which 16 are higher education institutions, 10 are research institutes.
So, according to the Minister, the authorized body of education is already working on reforming general secondary education, simplifying curricula and decentralizing educational processes.
Also, the help of volunteers, students and international organizations working on the creation of summer language camps is very important.
