According to the resolution of the Verkhovna Rada of Ukraine, it is inadmissible to close general educational institutions due to a lack of funds for their maintenance, thus the implementation of the moratorium on the closing of general educational institutions of state and communal forms of ownership took place before the adoption of the Law "On the State Budget for 2015".

According to the resolution, the Cabinet of Ministers of Ukraine must:

- instruct local executive authorities and local self-government bodies to analyze the situation regarding the functioning of general educational institutions of state and communal forms of ownership in cities and rural areas, taking into account the projected demographic changes, and take measures to suspend their unjustified liquidation;

- to make changes as soon as possible to the conditions of financing of general educational institutions of state and communal forms of ownership;

- perform an analysis of the state program "School Bus" and provide for an increase in funds for its financing in the State Budget for 2015.
