From January 1, 2015, Ukraine intends to start the production of electronic student tickets on the basis of the National System of Mass Electronic Payments (NSMEP) of the National Bank of Ukraine (NBU).
This is confirmed by the order of the Ministry of Education and Science of Ukraine No. 1474 dated October 25, 2013, adjusted on December 31, 2013 under No. 2245/24777 "On the approval of the regulation on student (pupil) tickets of the state model". According to the document, it was developed, in particular, in accordance with the resolution of the Cabinet of Ministers of Ukraine "On the creation of the Unified State Electronic Database on Education" (UEEBO), with the aim of streamlining the procedure for ordering, issuing and accounting for state-style student and pupil tickets.
The new student (pupil) card of the state model will be an electronic document containing personal data about a student of a higher education institution or a student of a vocational and technical educational institution, which is formed on the basis of an order submitted to EHEBO for the creation of tickets and the production of their cards, and partially reproduced on a plastic card of the established sample, which can be used for electronic identification of a person, confirmation of the right to a benefit, also as a payment instrument.
The executor of the order for the creation of tickets and the production of their cards can be persons who have received the status of an information-production node, and also meet the requirements of payment systems in the case of production and personalization of payment cards.
The validity period of the ticket and its card is determined and changed by the educational institution and cannot exceed the period of study of the student (pupil) at the educational institution.
An educational institution can initiate the procedure of blocking a ticket by its number by forming and submitting information to the authorized body in electronic form in the event of a student's expulsion, academic leave or loss of the ticket.
A student (pupil) can use the ticket as a technical means for electronic identification of his/her identity, rights to benefits, including travel benefits, and access to a bank account.
The card can be made with built-in chip modules or with built-in chip modules and a magnetic stripe.
As reported, students and pupils of vocational technical schools will be able to buy tickets for half their price for travel in general, reserved carriages, second and third class carriages of all categories of suburban and intercity trains and all carriages of regional trains in the event that the student's status is confirmed by data in the United the state electronic database on education.
