In case of doubt when considering applicants' applications and making a decision on their admission to participate in the competitive selection, the Ministry of Education asks the higher education admissions commissions to make a decision in favor of the applicant. This is stated in the department's letter regarding the processing of information by admissions committees.

At the same time, the department asks to pay attention to some important aspects of processing this information, in particular, the need to check the entry into the database of all paper applications that were accepted at the educational institution.

The Ministry of Education, Culture, Sports, and Science also requests to carry out a selective check of the correctness of the calculation of competitive points for all competitive proposals, paying special attention to the applications for calculating the competitive point according to which regional, rural and industry coefficients are used, additional points for participation in the All-Ukrainian Olympiad of a higher educational institution for the professional orientation of entrants based on the general of secondary education and points for the successful completion of preparatory courses of higher education and points for the winners of the IV stage of the All-Ukrainian student Olympiads in basic subjects, the winners of the III stage of the All-Ukrainian contest-defense of scientific research works of students who are members of the Small Academy of Sciences.

In addition, higher education institutions must carry out a full check of the licensed volumes entered in the EDEBO, the total (for closed tenders), minimum and maximum (for open tenders) volumes of the state (regional) order, the legality of the use of quotas and their sizes.

"Other aspects of information processing should be processed on the basis of legislation. In case of doubt, the decision should be made in favor of the applicant," the letter of the Ministry of Education and Science reads.
