The Mayor of Ternopil, Serhiy Nadal, signed the order "On streamlining certain issues of financial and economic activity of general education and preschool educational institutions of the city", which prohibits the collection of funds from parents for the current needs of educational institutions.
According to the order, the Department of Education and Science is prohibited from collecting funds from parents of general education students and pupils of preschool educational institutions for the current repair and maintenance of educational institutions. Also, this document is obliged to provide information on the receipt and use of funds for the maintenance and development of the material and technical base of institutions on the websites and in publicly accessible places in educational institutions.
According to the document, heads of educational institutions are obliged to report to the public at least twice a year on the use of funds received by the institutions. "At the last session of the city council, changes to the budget of Ternopil for 2016 were adopted. In particular, more than 17 million hryvnias were additionally allocated to the city's education sector. Of these, we are allocating three million hryvnias for meals in the city's kindergartens, another 7 million hryvnias for major repairs of premises and the purchase of necessary equipment for educational institutions, as well as 4 million hryvnias for the repair of access roads to kindergartens, Serhiy Nadal said. - We are also allocating over 3.5 million hryvnias to pay for all works in kindergartens and schools with the aim of stopping parents from collecting money for small household needs. From now on, there will be a strict ban on collecting funds from parents for any needs of educational institutions."
