Adjusted for inflation, the real reduction in industry funding in 2015 could reach 30-40%. This conclusion was made by the experts of the Center for Social Research based on the results of the analysis of the educational part of the draft state budget for the next year.
As the experts report in their conclusions, the main part of the reduction falls on the training of workers in vocational and technical educational institutions (funding will decrease by 90% or 1.1 billion savings) and on the training of personnel of universities of the I-II levels of accreditation (this article and more than 3 billion expenditures on it have disappeared from the state budget altogether, since the State Budget draft transfers educational institutions of this type to financing by local self-government bodies).
The results of the analysis of the educational part of the project of the state budget for the next year, prepared by the experts of the Center, indicate that for the first time 262 thousand appeared in the budget for the certification of personnel and accreditation of educational institutions, 3 million were taken from ZNO from 96.7 million. The budget of Shevchenko University was reduced - by 47 million out of 634 million, i.e. on 7%. The Ministry of Education and Culture added 5 million for education management, almost 12 million for state awards and scholarships (which practically doubles their size), 1 million for the Olympics, and almost 20 million for discounted travel for pupils and students, bringing its funding to the level of 2013. Methodological and logistical support for the activities of educational institutions was reduced 4 times - to 60 million, but the money of the State Inspectorate of Educational Institutions was significantly increased - 500 thousand, or 20% (compared to 2013, its funding is still less by 18%).
As experts report, items of expenditure on out-of-school education and rehabilitation (28.8 million), advanced education in physics and mathematics, and sports in specialized boarding schools (112.6 million) have completely disappeared from the budget, leaving only 8 million for education in schools social rehabilitation (from 112 million).
Funding of the National Academy of Sciences was reduced by 119.7 million hryvnias, which will be 5% compared to last year. In general, expenditures on research, development and training of scientific personnel in all ministries and departments will increase by 8.5 million, however, if compared with the figure of 2013, a reduction of 490 million is planned.
"In general, for all the reductions and increases in spending, no reduction in nominal amounts will mean a reduction of 30-40% in real terms. In view of the growth of utility tariffs and the proposal of the Ministry of Finance to cancel the indexation of wages for state employees, it will not be easy for educators (as well as all state employees) to survive," the Society Research Center noted.
