All-Ukrainian trade unions of public sector workers declare that the Ministry of Finance and other ministries have sent letters to the regional and Kyiv city state administrations with the tasks of saving budget funds by reducing the number of full-time positions of public sector workers by 3% and reducing/reorganizing institutions, increasing the workload, reducing the costs of allowances employees, etc. The relevant appeal was sent to Prime Minister Arseniy Yatsenyuk.
In particular, the trade unions note that cost-saving measures should be carried out in accordance with the order of the Prime Minister No. 36574/0/1-15 dated September 3, 2015.
"Depriving citizens of the opportunity to earn a living contradicts the general constitutional principles of a democratic, social, legal state, which is Ukraine," the letter says.
The trade unions emphasize that the release of 3% employees of the budget sector will leave more than 200,000 workers, including civil servants, without labor income.
"In addition, bringing the number and staff of workers in education, health care, culture, social sphere, state administration exclusively to the financial capabilities of the budget, without taking into account real needs, will lead to an overwhelming increase in the burden on employees who will remain working in these areas," - it is said in the appeal.
Also, according to the all-Ukrainian trade unions of employees in the budgetary sphere, the norms of the laws of Ukraine "On General Secondary Education" and "On Preschool Education" have been ignored, according to which the staff lists of general education and preschool educational institutions are established on the basis of Standard Staff Regulations.
"According to the Law of Ukraine "On general secondary education", the State standard of general secondary education is approved by the Government and revised at least once every 10 years. Changing the content and scope of the State Standard of General Secondary Education by other executive authorities is not allowed," the trade unions emphasized.
Taking into account the above, the heads of all-Ukrainian trade unions of public sector workers called on Arseniy Yatsenyuk to prevent the replenishment of the army of the unemployed by representatives of one of the most educated parts of society, further impoverishment of public sector workers and violation of their labor rights.
The appeal was signed by the heads of trade unions of employees of education, state institutions, culture, health care and social sphere.
