Minimal changes in the terms of the admissions campaign, greater attention to applicants with special educational needs, the spread of the practice of submitting applications through electronic offices. These and other innovations were included in the draft Terms of admission to universities for 2020, which was published today, August 28, 2019, on the website of the Ministry of Education and Culture. "For the past 2 years, the introductory campaign has been held in the most comfortable and convenient conditions, without complaints and scandals. Our secret is early planning of all innovations and thorough preparation of the system and those entering them. Without betraying established practices, we are now, on August 28, 2019, publishing for public discussion the Conditions of admission to higher education institutions for 2020. The document contains many interesting and useful innovations that will make the system even more transparent and efficient. For example, this year we successfully held a single competition with the Ministry of Health, next year the State Fiscal Service will also join. We hope to involve institutions of the State Statistics Service and the Ministry of Culture in this competition. Then we will have a real national competition, where the place follows the student regardless of the departmental features of the institution. Now everyone who wants to can make their suggestions, and we, of course, invite you to do so," said Minister of Education and Science Liliya Hrynevych.

Yes, the main changes can be identified in the posted project:

- Entrants based on the 11th grade will be able to submit 5 applications for any number of specialties to the budget. This year they could use up to 7 applications for 4 specialties. The change is due to the fact that 35.81 TP3T entrants, who received budget places under the 6th priority, refused them, 42.4% under the 7th priority. The number of applications for the contract will not be traditionally limited.

- For admission or transfer to the budget, the minimum competitive score of the entrant must be at least 125.

- For the first time, there will be a state order for the training of junior bachelors as a degree of higher education. It is important that the threshold of 125 competition points for participation in the budget competition will not apply to these entrants.

For admission, for the first time, certificates of external studies of 4 years will be accepted: 2017 (except for foreign languages), 2018, 2019 and 2020 in all subjects.

- If a person with special educational needs applies for admission to a specialty where entrance exams, a creative competition or an interview are provided, the institution must provide conditions for passing such tests. Previously, the organization of such an admission was left to the discretion of the admissions committee of each individual institution.

- This year, entrants to medical specialties ("Dentistry", "Medicine", "Pediatrics") had to have at least 150 points in the second and third competitive subjects in order to take part in the competitive selection. This requirement is preserved by the Draft Terms, but it will NOT apply to entrants who have a competitive score of more than 175.

At the same time, the minimum competitive score for admission to the specialties "Law", "Public Management and Administration", "International Relations", as well as "Pharmacy, Industrial Pharmacy" (master's degree on the basis of full general secondary education) increases to 150.

- For admission to a bachelor's degree on the basis of a junior specialist, it will be necessary to submit a certificate of foreign language and literature in Ukrainian language and literature. In addition, to study in the specialty "Economics" and the specialties of the fields of knowledge "Management and administration" and "Public management and administration" it will be necessary to additionally submit a certificate of external examination in mathematics (mathematics or history of Ukraine for entering the contract).

– in 2019, a single broad competition of the Ministry of Health and the Ministry of Health for medical specialties was held for the first time. In 2020, a broad competition is also planned to be held with the State Fiscal Service.

– in 2020, it is planned to expand the list of specialties for which it will be necessary to take a single entrance exam in a foreign language using the foreign language technology. So, in 2018, there were 18 such specialties, in 2019 – 32, in 2020, more than 80 specialties are expected to prepare the EVI.

It is important that the project makes minimal changes to the terms of admission. In particular, it is planned to allocate 10 days - from July 13 to July 22 - for the registration of applications through electronic offices.
