A fixed competitive offer is a competitive offer with a pre-determined number of study places funded by the state or local budget (budget places).
In fixed competitive offers, the number of budget places is determined in advance and is given to the entrants with the best points who applied for this specific competitive offer.
In this way, it differs from an open competitive offer, where the number of budgetary places in a higher education institution depends primarily on the number of applicants with the best scores who chose it (address placement of a state order).
