How to correctly charge extra payments to teachers and other pedagogical workers of a general secondary education institution who work in an inclusive class? The clarification on the establishment of additional payments was prepared by the Main Department of State Labor in the Dnipropetrovsk region.

In order to realize the right of children with special educational needs to education at their place of residence, their socialization and integration into society, classes with inclusive education are organized in institutions of general secondary education. Such organization takes place in accordance with the Procedure for the Organization of Inclusive Education in General Educational Institutions, approved by Resolution No. 872 of the Cabinet of Ministers of Ukraine.

An inclusive class or a class with inclusive education is a class in a general secondary education institution in which one to three (one to two) children with special educational needs study among other children.

In the letter of the Ministry of Education and Science of Ukraine No. 2.5-2087 of 09.08.2018 and Resolution of the Cabinet of Ministers of Ukraine No. 72 of 14.02.2018, amendments were made to Resolution of the Cabinet of Ministers of Ukraine No. 1096 "On establishing the amount of additional payments for certain types of pedagogical activities", according to which an additional payment in the maximum amount of 20% of the official salary (salary rate) was established for teaching staff and teacher assistants in inclusive classes (groups) of all educational institutions.

The specified supplement is established for teaching staff who work in an inclusive class (group), only for hours of work in inclusive classes (groups). The specific amount of the supplement is established by the head of the institution, taking into account the number of persons with special educational needs in the class (group), the complexity of the children's development disorder, the level of responsibility and the scope of work of each employee who works with such children, etc.

That is, such an additional payment is established for all teachers and other pedagogical workers of a general secondary education institution who work in an inclusive class (group), but not for the entire load, but only for the hours of work in such classes (groups).

Since the position of assistant teacher of inclusive classes is introduced in institutions of general secondary education specifically for work in inclusive classes, the specified additional payment for such employees is established for the entire workload of this position.
