Presidential Decree No. 641/2015 was issued the day before "About the announcement of 2016 as the Year of the English Language in Ukraine", the purpose of which is to promote its study in order to expand the access of citizens to the global economic, social, educational and cultural opportunities that the knowledge and use of the English language opens.

Also, it should contribute to the integration of Ukraine into the European political, economic and scientific and educational space, in support of the Go Global program, which defines the study of the English language as one of the priorities of the development strategy.

First of all, the Cabinet of Ministers of Ukraine is tasked with developing and approving a set of measures for 2016 and the following years, aimed at intensifying the study of the English language by citizens, organizing courses on the study of the English language on the basis of higher educational institutions, and promoting the expansion of the teaching of academic disciplines in English to students of higher education in the established order language

Some important changes should also be made in schools, namely, to introduce the study of English as a second foreign language, to expand the network of English language study groups in out-of-school educational institutions.

Also, the Cabinet of Ministers of Ukraine was ordered to organize professional competitions, Olympiads and other competitions in the English language, to develop a mutual exchange of pupils and students between educational institutions of Ukraine and countries where English is the main language of communication, and to activate the participation of general educational institutions of Ukraine in the curriculum of the European Union "E-Twinning Plus".

It is planned to launch a project to improve the professional qualifications of teaching and scientific-pedagogical workers in the English language with the involvement of foreign experts (native speakers) for further certification. In accordance with the level of proficiency in the relevant language, there will be a differentiation of remuneration.

For children and teenagers, it is planned to expand the network of summer language camps and spread the practice of showing films in English with subtitles in the state language.

Therefore, in order to carry out these changes, it is necessary to improve the legislation of Ukraine in the field of education and science regarding the definition of the list of positions of pedagogical, scientific and scientific-pedagogical workers in higher educational institutions and scientific institutions, the qualification requirement for which is the command of the English language, as well as the introduction of the requirement on English-language competence for the awarding of academic degrees and academic titles.
