Note:
The creation of Directorates and the competitive selection of state experts for them is a direct consequence of the implementation of the Strategy for Reforming the State Administration of Ukraine for 2016-2020, approved by the Cabinet of Ministers in June 2016.
The strategy provides for the improvement of the state management system in accordance with European standards prescribed by the SIGMA program (Support for Improvement in Governance and Management), which is a joint initiative of the OECD and the European Union.
The main goal of the public administration reform is to improve the quality of the public service and public administration in Ukraine as a whole, in particular, through the focus of ministries on their main function - the formation of public policy, and a significant strengthening of the personnel composition of the public service.
During the previous waves of selection for the positions of reform specialists in the MES, 7 heads of directorates, 8 heads of expert groups and 37 state experts were selected.
