At the end of 2013, at a working group meeting in the Ministry of Science and Education, a discussion was held on proposals to include the index of citations of scientists in publications that are included in international scientometric bases to the state requirements for accreditation of higher educational institutions of Ukraine.
The working group included specialists from the Institute of Innovative Technologies and Content of Education, scientists from the National Academy of Pedagogical Sciences of Ukraine, Taras Shevchenko Kyiv National University, Odesa National Polytechnic University, Kyiv National University of Construction and Architecture, Sumy State University, Lviv Polytechnic National University and National Technical University "Kharkiv Polytechnic Institute".
At the meeting, members of the working group presented presentations where specific formulas were proposed, how to calculate and what to take into account when calculating the indicator. The task of the working group was to calculate all the databases so that they included all the fields in which master's degrees are trained in Ukraine.
Specialists of the working group have created an approximate list of scientometric databases that will be used to calculate indicators that affect the citation of certain authors. It was decided that the indicator would be integral, including the relevant identified scientometric databases, rather than consisting of specific individual citation indices or the Hirsch index for each database separately. Quality indicators will be determined for each industry and reviewed annually by experts.
The next meeting is scheduled for early February 2014.
