In order to save budget funds, the Cabinet of Ministers of Ukraine plans to reduce a number of expenses, in particular in the education system.
According to Ukrainian mass media, since 2015, it is planned to cancel scholarships for all students, except for orphans, the disabled, the poor and young parents, and the rule on working hours for state-funded students will be restored. Higher salaries for scientific degrees and scientific titles (the norms must be revised by the Cabinet of Ministers) for officials and teachers will be canceled.
It is planned to cancel free education for students from large families. Also, the period of study in the master's degree will be reduced from 1.5 to 1 year.
If the proposals of the Cabinet of Ministers are accepted, a fee for the production of diplomas of higher education will be introduced, discounted travel for students will be canceled, funding by the state and municipal authorities for scientific activities will be canceled, and the state order for the training of specialists will be reduced by 10%.
In the system of secondary and secondary special education, it is planned to introduce paid education from the 10th grade. It is planned to bring the class size up to 20 people, and in Kyiv and regional centers - up to 30 people. Schools that do not meet the relevant norms will be liquidated without the consent of communities.
It is planned to cancel free meals for students of grades 1-4, except for children with disabilities, orphans and the poor, as well as cancellation of discounted travel on public transport for all schoolchildren, as well as free - for children from large families.
The proposals of the Cabinet of Ministers envisage the cancellation of scholarships for vocational school students. The workload of teachers will be increased to 22 hours per week (until 2018), extra payments for classroom management and checking of notebooks will be canceled (the norms must be revised by the Cabinet of Ministers). Free provision of textbooks will remain only for the poor, the disabled and orphans.
