A significant part of the norms of the Law "On Education" have already entered into force, in particular, schools are already obliged to publish financial statements regarding the institution's financial income and expenses, regardless of whether it is about state funds or charitable contributions from parents. This was discussed during the meeting of the Minister of Education and Science of Ukraine, Liliya Hrynevych, with the heads of all regional education departments of Ukraine.
"Besides the indisputable fact that the Law must be implemented, there is another thing - there is a myth in society that parents almost fully finance education. Obviously, this is not the case. Transparent financial reporting, firstly, will help us to assess how much money Ukrainian society really invests in school education and what share is this shadow education budget, and secondly, to finally give our parents a transparent picture of what their money is spent on . Let's work together now to determine the optimal date when we can require all schools to release this data. I am sure that no one understands the work of local schools better than you, the heads of regional administrations," Liliya Hrynevych said.
Together with the heads of education departments, it was decided that the time until December 1 is a sufficient period to ensure the implementation of this provision of the law.
"I think that it is worthwhile for you to fix this term with an appropriate document at the local level. Then, during December, it is necessary to monitor the implementation of the law. Unfortunately, it often happens that if the requirement of the law is not supported by a certain responsibility, it is simply not fulfilled. Therefore, it would be correct if those institutions that do not comply with the requirement were held responsible, for example, the managers were reprimanded," the minister added.
