"Currently, the Ministry of Education and Culture is working on the implementation of three steps of financial transparency, which will make corruption impossible, as well as contribute to the awareness of parents about the work of the school," - said the adviser to the Minister of Education and Science, Oksana Makarenko, during the press briefing "School director's exam: an open discussion about the financial reporting of educational institutions" institutions".
She noted that the recently adopted Law "On Education" should create transparent conditions for interaction between local education departments, school administrations and parents. And, first of all, it concerns the distribution of funds that come to the educational institution. These conditions will help control the budget, and also increase the influence of parents in decision-making. Implementation of the new conditions will take place due to the introduction of 3 elements.
The first step is financial control, where directors, as required by law, must report on the receipts and expenditures of funds. Financial reports must be posted on the website of the school or the founder of the institution (mostly, these are local authorities).
The next step is the election of the leaders themselves. Directors will be elected by competition by representatives of NGOs, the teaching staff and parents.
And the third element is the development of school autonomy within the framework of decentralization processes.
During the briefing, educators and NGO activists shared their experience and comments on the preparation of financial statements. For example, conducting thematic trainings for directors, as well as a unified form of reporting, would facilitate this task. Also, according to educators, it is worth taking into account various budgetary requests of educational institutions.
"The adopted Law "On Education" is a framework. So now everyone can take part in finalizing the Law "On General Secondary Education". You can join in different ways: share your experience or observations on the website nus.org.ua; join a working group working on the law; not to neglect the already existing changes, but to apply them in practice," added Oksana Makarenko.
