According to the director of the Ukrainian Center for Evaluation of the Quality of Education Ihor Likarchuk, higher education in Ukraine is in a "pre-infarct" state. The director of UTSOYAO made this conclusion after receiving the results of the survey.
"The figures we received show that the system of higher education is in a deep pre-infarction state. Resuscitation is necessary, qualified resuscitators are needed, otherwise there will be trouble. Those who study put 2.8 points on a 5-point scale for the quality of higher education. Or another number - 68.8% speaks of the purchase of diplomas, test papers, assessments. This is the pre-infarction state of our education," Likarchuk noted.
The value of education has fallen, because half of the respondents said that they go to study to get a diploma, while foreign students go to university to get knowledge.
Unpleasant for the state of higher education is that 57.7% respondents are more inclined to buy a grade, as well as the fact that only 46% are going to work in the chosen specialty.
According to Likarchuk, the panacea for education can be a tougher admissions system, as well as the introduction of external examinations for university graduates.
"Although the introduction of external evaluation of all specialties that are in our universities is unrealistic in the next, perhaps several decades, we must start this process, at least with the basic subjects - the Ukrainian language, a foreign language - on which it is based training of a graduate", - noted the director of UTSOYAO.
The unfavorable situation is evidenced by the fact that only 7 universities in the 2015 admission rules require to provide a certificate with the results of advanced-level external examinations in the Ukrainian language and only 9 universities require a certificate in advanced-level mathematics.
Also, Ihor Likarchuk noted that the high level of autonomy granted by the Ministry of Education and Culture to all higher education institutions by adopting the new law "On Higher Education" is "like giving savages a laptop and forcing them to work with it."
