The Ministry of Education approved the Strategy for the Development of Vocational and Technical Education for the period until 2023.
This decision was made during a meeting of the board of the Ministry of Education and Culture.
As reported by the department, the renewal of the system of professional and technical education over the next 3 years will take place in four key directions. This is the construction of an effective management system, strengthening the cooperation of institutions with business, improving the content and quality of such education, as well as its popularization.
According to the Minister of Education Serhiy Shkarlet, the globalization challenges facing the modern education system require new solutions from vocational education as well.
"Today, the main trends in business are the introduction of rational models of consumption and production, the transition to the digital economy, and the provision of opportunities for lifelong learning. Our Strategy is the answer to this request. It will help the system to become competitive, to meet the needs of the labor market and the needs of the individual in professional realization," said Serhiy Shkarlet.
Currently, the document defines the main problems of the field, goals and tasks. The department's plans include strengthening the autonomy of educational institutions, creating an education management information system (EMIS), continuing the development of competency-based vocational education standards, etc.
In addition, the Strategy includes tasks that should strengthen the cooperation of business and professional technicians through such tools as dual forms of education, joint creation of educational programs and the introduction of tax benefits and other economic incentives for employers.
It is expected that as a result of cooperation between institutions and businesses, the level of employment of graduates should be at least 80%.
Another important task is popularization of the industry. It consists in helping institutions to build a strong image and to change the attitude of Ukrainians towards entrants who choose working professions.
After finalization, taking into account the suggestions expressed, the Strategy for the Development of Vocational and Technical Education for the period until 2023 will be submitted to the Cabinet of Ministers of Ukraine for approval.
