Permission to accept documents for a junior specialist on the basis of the 9th grade based on a birth certificate can be granted by the heads of colleges or technical schools themselves. The corresponding letter was sent to all institutions of higher education and SE "Inforesurs" today, July 9, 2018.
This permission is granted due to the fact that the Ministry receives a large number of requests from entrants who did not receive a passport of a citizen of Ukraine (in the form of a booklet or ID card) on time. All last week, the Ministry of Education and Culture independently considered such applications and gave permission to universities to accept documents. Currently, about 400 of them have been developed.
But in order to improve the efficiency of decision-making, because the acceptance of documents for a junior specialist on the basis of the 9th grade ends on July 14, the Ministry of Education and Culture has allowed the granting of appropriate permits to the heads of colleges, technical schools and equivalent institutions.
At the same time, the letter emphasizes that at the time of enrollment, the entrant must submit a document certifying identity and confirming Ukrainian citizenship. According to the law, one of these documents is the passport of a citizen of Ukraine (in particular, in the form of an ID card). At the same time, the birth certificate does not belong to the list of documents certifying identity and confirming Ukrainian citizenship.
Also, in the letter, the Ministry of Education and Culture draws attention to the decision of the Supreme Court of March 26, 2018 No. 806/3265/17 (No. PZ/9901/2/18) in the exemplary case on issuing a passport of a citizen of Ukraine. In particular, it states: "Alternatives to the form of a passport of a citizen of Ukraine (ID cards with a contactless electronic information carrier) nor the Law "On the Unified State Demographic Register and documents confirming the citizenship of Ukraine, certifying a person or his special status", nor government regulations - the legal acts adopted for its implementation do not provide, as well as exceptions to the general obligation for all citizens of Ukraine to receive this document in the established order and in the established form - an ID card with a contactless electronic information carrier."
