Corresponding changes have been made to the Procedure for using the premises of educational institutions for conducting external independent evaluation of learning results obtained on the basis of full general secondary education.
In particular, Clause 12 of the Procedure is supplemented with the requirement to equip the classrooms where the foreign language examination is conducted with devices for playing audio CDs with sound recordings (audio center, audio player, tape recorder, computer with an acoustic system, etc.) with a capacity of at least 10 W, with a frequency not worse than 100 Hz - 20,000 Hz.
In addition, it is determined that external independent assessment of foreign languages can take place only in classrooms with 15 workplaces.
The introduction of changes is connected with the introduction in foreign language tests from 2018 of the tasks of the certification work, which are aimed at checking the formation of skills and abilities necessary for understanding the language by ear (listening). In connection with this, it became necessary to expand the list of requirements for the arrangement of points of external examination.
We also draw your attention to the fact that the Government has made a decision regarding the distribution of educational subvention expenses not distributed in 2017 for the territories of Donetsk and Luhansk regions, where the state authorities temporarily do not exercise or do not exercise their powers to the full extent. It is envisaged that the specified funds will be directed to strengthening the material and technical base of general secondary education institutions, including the purchase of devices for playing CDs with sound recordings in order to create conditions for preparing and conducting external independent assessment of foreign languages.
The relevant mandate to the regional state administrations was given by order of the Cabinet of Ministers of Ukraine.
