The increase in the salary of teachers for 2018 will involve the advancement of salary by 1 tariff grade with a single tariff grid, fixing the prestige allowance at the level of 20% for all teachers, and for the best the allowance will be 30%. This was discussed during the meeting of the Minister of Education and Science of Ukraine, Liliya Hrynevych, with the heads of regional education departments today, November 2, 2017, in the hall of the Board of the Ministry of Education and Science.
"If now the volume of prestige allowance is a decision of the local authorities, then from 2018 we will make it mandatory. It is obvious that this money is provided within the framework of the educational subvention that we provide for teachers' salaries from the state budget. The best teachers - for example, those who will take the first class within the framework of the NUS reform, teachers in inclusive classes and others should receive an allowance at the level of 30%," Liliya Hrynevych explained.
The heads of education departments noted that, according to formal indicators, the educational subsidy, which provides teachers' salaries, increased by 18 percent, not by 25 percent, compared to 2017. They turned to the Ministry of Education and Culture for clarification - whether this money is enough for the corresponding increase.
"This year, we calculated teachers' salaries according to a formula, that is, specifically for each region, taking into account the specifics of the area and the number of students. There is enough money. However, even if you calculate primitively, simply by increasing the percentage, everything works out. At the end of 2017, we will have 6 billion of unused educational subvention left - i.e., these are the funds we gave you for teachers' salaries, and you will not physically use them until the end of the year. If we calculate an increase of 25% without these 6 billion, everything coincides," noted the Deputy Minister of Education and Science of Ukraine Pavlo Khobzei.
It is assumed that the remainder of the educational subvention will be transferred to 2018 and will be used for material and technical support and other needs of education.
It was also discussed that the expenses for the next year must include the division of classes into groups for learning foreign languages, labor training, etc.
We remind you that in 2017 the salary of teachers was increased by 50%, in particular thanks to the promotion of teachers' wages up the tariff grid by 2 tariff categories.
