In accordance with the order of the Decree of the Cabinet of Ministers of Ukraine dated September 4, 2013 No. 655 "On Amendments to the Decree of the Cabinet of Ministers of Ukraine dated November 12, 1997 No. 1260" the "Addendum to the Higher Education Diploma" is being implemented.
This step will make it possible to improve the qualifications of graduates of higher educational institutions of Ukraine. 
The supplement to the diploma of higher education includes extended information about the received qualifications and educational achievements of the graduate, necessary to ensure international comprehensibility and recognition of the diploma of higher education received by the graduate.

Mandatory measures that must be taken by educational institutions in order to issue the Supplement to the Diploma of Higher Education to students include:

• According to the procedure for ordering documents about education - register the "OSVITA" IVS node if this procedure has not been performed before.
• Get the keys electronic digital signature, if this procedure was not performed earlier.
• To form a general knowledge base regarding qualifications, fill in for each qualification registration form.
• Go to work with the new "Education" data collection program and get the keys to work with it.

It should be noted that:

• the possibility of fulfilling points 2 and 3 depends on the deadline for the fulfillment of point 1;
• point 3 requires painstaking work on the preparation of documents regarding qualifications and translation into English, because this year the translation will be entirely the responsibility of the educational institution. In the future, it is possible that a number of measures will be taken to control the quality of the translation and to create bilingual reference books for general use.
• execution of point 4 is possible only after the implementation of point 2 (for starting the program) and point 3 (for forming orders for the application).

Importantly! Educational institutions working in AS "Higher Educational Institution" state system "OSVITA", will have the opportunity to order applications from AS "Dekanat" automatically.
