In Ukraine, an experimental project will be implemented to organize the recruitment of foreigners to universities, the purpose of which is to reduce corruption factors during enrollment.
The Cabinet of Ministers adopted the relevant resolution on the implementation of the experiment.
According to the Minister of Education and Science Serhiy Shkarlet, one of the strategically important directions of the Ministry of Education and Culture is attracting foreign students to study in Ukraine.
"Our task is not only to eliminate any manifestations of corruption in the process of recruiting foreign students, but also to create suitable conditions for education for the participants of the educational process and preserve the competitive advantages of Ukrainian education and raise the image of Ukraine in the international arena," the minister notes.
The experimental project, which should ensure the transparency of all stages of the process of admission of foreigners to study, was developed by the Ministry of Education together with the Ministry of Digital Transformation.
In particular, the Cabinet of Ministers decree approved the procedure for the implementation of the experiment on organizing the recruitment and training (internship) of foreigners and stateless persons using the Unified Interdepartmental Information System.
The effect of this Procedure will be extended to foreign applicants who wish to obtain the appropriate degree of higher education or postgraduate education, study in graduate school, doctorate, clinical residency, medical residency, etc.
It is planned that the recruitment of foreign entrants will take place through interdepartmental information interaction.
For admission to studies, the entrant will be able to create a personal office in the Information System, in which he will submit an application to the institution of higher education in electronic form.
The educational document on the basis of which the admission will be made, together with the application and the translation, will be analyzed for suitability for admission to the institution of higher education and the recognition procedure.
If the foreign applicant confirms the description of the educational offer received from the institution of higher education, the institution of higher education will issue an electronic invitation to study.
For foreign entrants from countries at risk of migration, as well as in other cases specified by law, the electronic invitation to study will be subject to prior approval by the information and telecommunication systems of the Ministry of Internal Affairs, the State Border Service, as well as the information and telecommunication system of the Security Service of Ukraine.
