The Ministry of Education has approved a standard regulation on the competition for the position of head of a state, communal institution of general secondary education. The corresponding order was signed by the Minister of Education Liliya Hrynevych.
The document defines the general principles of holding contests for the position of heads of state or communal institutions of secondary education.
It is assumed that the decision to hold the competition must be made by the founder of the school in three cases: simultaneously with the decision to create a new institution, at least two months before the end of the fixed-term employment contract concluded with the head of the school or within ten working days from the date of early termination of the contract with the head of the relevant general secondary education institution.
Announcements about the competition should be published on the websites of the founder and educational institutions.
The competition will be conducted by a specially created competition committee, the number of which can be from 4 to 16 people.
To participate in the competition, candidates for the position of school director must submit an autobiography or resume, a document of higher education at least a master’s degree (specialist), confirmation of at least three years of teaching experience, a motivation letter and other documents that will confirm the professional or moral qualities of the participant in the competition .
The document specifies that the competitive selection should be carried out based on the results of testing the candidates' knowledge of the legislation in the field of general secondary education and the Concept of reforming secondary education "New Ukrainian School", the verification of professional competences, which takes place through a written solution to the situational task and a public presentation of the school's development plan.
The conduct of the competition must be accompanied by video recording and, if possible, video broadcasting with subsequent publication of the video recording.
The total duration of the competition cannot exceed two months from the date of its announcement.
The competition commission must determine the winner of the competition within two working days after the end of the competition selection.
The appointment of the winner of the competition to a position and the conclusion of a fixed-term employment contract with him will take place within three working days from the day of the winner's determination.
