According to part six of Article 46 Law of Ukraine "On Higher Education" The Cabinet of Ministers of Ukraine, by Resolution No. 927 dated November 11, 2015, approved the Procedure for the transfer of higher education students studying at the expense of the state (local) budget to other higher educational institutions to complete their studies at the expense of the state (local) budget.

Thus, in part 6 of the resolution it is stated: "In the event of the expiry of the certificate of accreditation of the educational program and the failure of the higher education institution to receive a new certificate of accreditation, students of higher education studying at the expense of the state (local) budget have the right to transfer to of another higher educational institution, in which the relevant educational program is accredited, to complete studies at the expense of the state (local) budget in accordance with the procedure approved by the Cabinet of Ministers of Ukraine."
