In accordance with Chapters XX and XXIII of the 2014 Admission Conditions, higher educational institutions of Ukraine have the right to conduct additional enrollment on a competitive basis.

In the event that state-ordered places are vacant and there are no applicants for these places, citizens who study at the expense of individuals and legal entities are enrolled through a competition, based on the relevant order.

All changes to the Terms of Admission, approved by the order of the Ministry of Education and Culture of September 4, 2014 No. 983, are in the state register of the Ministry of Justice of Ukraine.

According to the order of the Cabinet of Ministers of Ukraine dated August 27, 2014 No. 785 "Some issues of the organization of the 2014/15 academic year in educational institutions located in the Donetsk and Luhansk regions" and the order of the Ministry of Education and Science of Ukraine dated September 4, 2014 No. 983 to the Terms of admission to higher educational institutions of Ukraine in 2014, changes were made that regulate the issue of admission to study and the organization of the educational process in Donetsk and Luhansk regions, as well as additional competitive selection and enrollment in 2014 to military educational institutions (military educational units of higher educational institutions ), other higher educational institutions that train specialists for the Armed Forces of Ukraine, the Ministry of Internal Affairs of Ukraine, the Security Service of Ukraine, the State Emergency Service of Ukraine, the State Border Guard Service of Ukraine within the terms determined by the heads of these higher educational institutions.
