By order No. 2 dated January 6, 2015 "Regarding security measures in educational institutions", departments (departments) of education and science of the regional and Kyiv city state administrations should inform the heads of preschool, after-school, comprehensive educational institutions, structural subdivisions of vocational and technical and higher educational institutions of measures to ensure safety during the educational process.

In order to ensure the safe stay of children and student youth in educational institutions, the Ministry of Education and Culture obliges to constantly carry out explanatory work with pupils, students, employees of educational institutions and the parental public regarding the rules of conduct in case of detection of explosive and suspicious objects with the participation of employees of the State Emergency Service and law enforcement agencies, participants in hostilities in the ATO zone, volunteers.

Also, the authorized bodies need to develop and distribute a memo on the rules of handling discovered suspicious explosive objects, etc.
