The educational system of Ukraine has eight significant shortcomings that influence, and some even cause, the development of dishonesty. This is stated in the report "OECD Reviews on Integrity in Education: Ukraine 2017", which was prepared and presented by the Organization for Economic Cooperation and Development.
According to Andreas Schleicher, director of the OECD's education and skills department, most of these shortcomings are based on the imperfection or regulation of Ukrainian legislation and some government regulations.
"Unequal access to preschool education caused by queues at kindergartens or tutoring are phenomena that require the intervention of the authorities. In our report, we do not criticize, but point out the problems and the factors that cause them, so that it is easier for the Ministry of Education and Culture and local authorities to solve them," Schleicher noted.
In the report prepared by the OECD, the shortcomings of preschool, secondary and higher education in Ukraine are separately highlighted.
In particular, queues for kindergartens and, accordingly, unequal access of preschool children to education have been identified as the main problem of preschool education.
The main problems of secondary education, according to the specialists of the Organization for Economic Cooperation and Development, are improper recognition of the educational achievements of students, additional private lessons of teachers with schoolchildren, improper use of parental contributions and corrupt influence on the purchase of textbooks.
Higher education, according to OECD experts, should get rid of corrupt admissions to master's degrees and academic dishonesty.
