The day before, draft law No. 6437 "On Amendments to the Law of Ukraine "On Education" regarding the peculiarities of access of persons with special educational needs to educational services" was supported by 297 people's deputies as a basis and in general.

The law "On Education" plans to prescribe the right to education for children with disabilities in all educational institutions, including free education in state and communal institutions.

The document stipulates that children's right to education includes various forms of education - in particular, distance learning and individual learning. Regarding the language of education, children with special needs should be taught in the most accessible language - in particular, using sign language or Braille.

The law regulates the issue of access of persons with special educational needs to educational services in educational institutions, in particular:

• the right to education of persons with special educational needs is established and they are given the opportunity to receive education in all educational institutions, including free of charge in state and communal educational institutions, regardless of "disability";
• remote and individual forms of education are introduced;
• the concept of "person with special educational needs", "inclusive education" is defined;
• persons with special educational needs have been given the opportunity to receive psychological-pedagogical and correctional-developmental assistance, inclusive and special groups (classes) have been created for such persons in general educational institutions.

The law provides for the provision of transportation of students with special educational needs to places of study by school buses adapted for the transportation of children in wheelchairs.

Evening (shift) schools, inclusive and/or special classes for the education of persons with special educational needs, as well as classes, groups with face-to-face, extramural, and distance learning forms are created for general secondary education at secondary schools.

General educational institutions, on the basis of a written request of a person with special educational needs, his parents or legal representatives, form inclusive and/or special classes for the education of people with special educational needs.

Vocational training or retraining of persons with special educational needs in vocational and technical educational institutions is carried out at the expense of budget funds within the scope of the state order, taking into account medical indications and contraindications for further work.

Corresponding changes were made to the Law of Ukraine "On Education".
