The purpose of the adoption of the Law is to improve the current legislation, which regulates public relations in the field of higher education, regarding the legislative establishment of the right of state-owned higher education institutions not to reduce the current staff list and to dismiss highly qualified scientific and pedagogical workers when the number of students is reduced.

The relevant draft law was registered under No. 2281a.

The draft law proposes to legislate that when forming the staff list of state-owned higher education institutions (except research universities), the number of positions of scientific and pedagogical workers is established in accordance with the norms of the number of students for one scientific and pedagogical worker position approved by the Cabinet of Ministers of Ukraine.

The adoption of this draft law will contribute to the dynamic social and economic development of the state through the formation of highly qualified human capital, the provision of higher education institutions with a high level of educational activity and the retention of highly qualified scientific and pedagogical workers in the state.

Also, the Verkhovna Rada has just voted to send the draft law "On Education" No. 3491, which should determine the strategy for the development of Ukrainian education for the next twenty years, to the Committee on Science and Education for a repeat first reading for its finalization and further submission to the Verkhovna Rada for consideration.
