The Ministry of Education and Science intends to carry out a digital transformation of Ukrainian education and science over the next five years.
The relevant project of the Concept of digital transformation of education and science for the period until 2026 was developed by the relevant ministry.
The Ministry of Education emphasizes that today's system of education and science must undergo fundamental digital changes and correspond to global trends in digital development in order for every person to successfully realize his or her potential.
"Today, more and more professions require the acquisition of a high level of digital skills and mastery of new technologies. This need is also deepened by the consequences of the COVID-19 coronavirus pandemic, which exacerbated the problem of development and mastery of technologies in the education system in order to ensure citizens' rights to quality education," the authors of the document note.
It is expected that the adoption of the concept will affect the solution of problems related to the low level of digital competences of participants in the educational process, the outdated content of education in educational subjects of the IT field, the lack of modern equipment and technologies, as well as sufficient coverage of the Internet in institutions.
In addition, according to the authors of the document, the concept will contribute to solving the problems of the lack of high-quality digital educational content for obtaining an education, will eliminate the problems of bureaucratization of the processes of internal document circulation of institutions and institutions, the lack of transparency in the distribution of research funding for Ukrainian scientists, etc.
The concept is also aimed at optimizing and automating the processes of management and regulation in the field of education and science, including ensuring transparent and effective regulation of the activities of business entities, such as licensing of educational institutions, certification of scientific institutions and accreditation of educational programs.
According to the definition of the authors of the concept, the ultimate goal of the document is the use of digital technologies to transform processes in the system of education and science for the purpose of their simplification, automation and convenience for users.
The Ministry of Education predicts that the implementation of the concept will have a positive impact on ensuring legal regulation aimed at the development of the digital educational environment, in particular infrastructure, digital competences of pedagogical workers and students of education, creation of digital educational content, automation and digitization of regulation and management processes, etc.
"Implementation of this Concept will make it possible to carry out a digital transformation of educational institutions, in which teaching and scientific-pedagogical workers, as well as students of education, have digital competences, are provided with equipped digital, modern workplaces, as well as access to digital content for personal development, lifelong learning ", says the draft document.
