Foreigners, mostly from Asian and African countries, are leaving the occupied territory of Luhansk region across the Ukrainian-Russian border in areas controlled by militants. This was the result of the fact that, despite the persuasion of the heads of local universities to obtain full-fledged Russian or Ukrainian diplomas of an international standard, during the year no such diploma was issued.
The administrations of Luhansk educational institutions limited themselves to issuing handwritten certificates of graduation, which are not recognized even in the occupied territories.
Earlier, the Ministry of Education of the Russian Federation stated that they do not intend to issue Russian-style higher education diplomas to students from the so-called "DPR" and "LPR".
