How to confirm the rural coefficient, when the actual term of registration of the entrant in the village is more than 2 years, but it is not reflected in the register - explanation of the Ministry of Education and Culture

Entrants applying for a village coefficient (SK) can, in addition to the specified certificate of registration of a person's place of residence, upload to the office other documents confirming the term of their registration in the village. This should be done when the actual term of registration of the entrant in the village exceeds 2 years, but there is no information about this in the register, on the basis of which the certificate is issued.

This explanation is provided by the Ministry of Education and Science in response to the requests of applicants who faced the described situation. The corresponding letter of the Ministry of Education and Culture (in the attachment) was sent today, July 6, 2018, to all higher education institutions and SE "Inforesurs".

"The term of registration of an entrant in the village is indicated in the Certificate of registration of the person's place of residence, drawn up in accordance with Appendix 13 of the Rules of registration of the place of residence, approved by Resolution No. 207 of the Cabinet of Ministers of Ukraine dated March 2, 2016. In this case, if the registration term is specified in the certificate (which uses information from the register) is less than two years, but the term of actual registration is longer than two years, then in order to make a decision on granting the entrant the right to use the village coefficient, the Admission Committees may take into account other documents confirming the registration of the entrant in the village", - it is stated in the letter

Such documents can be, for example, an extract from the house (household) book, a certificate from the regional department of accounting and monitoring of information on the registration of the place of residence of the State Migration Service with information from the card of registration of the place of residence of one of the parents (if information about the child is indicated on this card and providing a copy of the birth certificate), etc.

The letter emphasizes that the Help and other documents confirming registration must be uploaded to the electronic cabinet in one file.

We remind you that this year there is a rural coefficient for entrants from villages, the size of which is 1.02 (and 1.05 for admission to the field of knowledge specialty 20 "Agrarian sciences and food"). Those entrants who have been registered in the villages for at least 2 years prior to the date of submission of applications for admission and who have completed general secondary education in schools on the territory of the villages can receive SC.

The rural coefficient does not apply to urban-type settlements.
