It is planned that from 2017, not all students with an average of four per session will receive a scholarship, but those who took the highest places in the ranking compiled by universities. Yesterday, November 29, the Ministry of Education and Science of Ukraine presented this vision of changing the system of scholarship provision during the Interdepartmental Meeting on the draft Resolution of the CMU "On Amendments to Scholarship Provision".
"This is a completely new rating approach to determining the scholarships that students will receive. Namely, each higher education institution will develop its own criteria for rating, which will be approved by the academic council of the university with the mandatory approval of the student self-government bodies of the university," said the Minister of Education and Science of Ukraine, Liliya Hrynevych.
The Ministry also foresees that academic performance will determine the place in the ranking for 90 %, and criteria that will be determined by the university for 10 %. This will help to identify the most successful students, even if according to the results of the session they all received the same average score.
Out of 50 % students who will have scholarships, it is planned that 43 % will receive academic scholarships according to the rating system, and 7 % will receive social scholarships.
At the same time, for universities of the III-IV level of accreditation, the minimum stipend will be at the level of UAH 1,100, which is 33.4 % more than last year. The best students will receive a stipend for 72.9 % more than now - 1,600 hryvnias, i.e. at the level of the living wage.
Thus, the minimum stipend for students of higher education institutions of the I-II level of accreditation will be UAH 830, and for vocational training students - UAH 415.
The Ministry of Education and Culture also presented an algorithm, according to which the transition from the current scholarship provision system to the new one will be carried out.
"It's simple, if students pass the winter session in December, they will receive a scholarship under the new rules in January 2017, and if the session is in January, the new scholarship will be in February, while these students will receive a scholarship in January under the old rules," - Lilia Hrynevych explained.
