On June 18, 2020, the Verkhovna Rada of Ukraine adopted the Law of Ukraine "On Amendments to Certain Laws of Ukraine Regarding Certain Issues of Completion of the 2019/2020 Academic Year", according to which, in connection with the implementation of measures aimed at preventing the emergence and spread of the coronavirus disease (COVID -19), students who complete their full general secondary education in the 2019/2020 academic year are exempted from passing the state final certification. Educators who complete general secondary education in the 2019/2020 academic year have the right to undergo state final certification, including in the form of an external independent assessment, at their own request.
The law exempts from state final attestation (hereinafter referred to as DPA) in any form (both in an educational institution and in the form of external independent assessment) all those who have obtained an education (regardless of the form of education) who complete a full general secondary education. At the same time, the Law does not exempt students who plan to enter higher education institutions in 2020 from passing an external independent assessment.
In view of the above, the Ministry of Education and Science of Ukraine provides an explanation regarding the calculation of the average score of the document on obtaining a complete general secondary education during the 2020 admission campaign.
In the samples of documents on complete general secondary education, approved by the Resolution of the Cabinet of Ministers of Ukraine dated July 22, 2015 No. 645, the entry of the average score of the document on complete general secondary education of graduates in the appendix to this document is not provided for.
The calculation of the average score of the document on complete general secondary education is carried out by entrants to institutions of higher (professional pre-higher) education independently when submitting applications (in paper and electronic form) and is checked by admissions committees of institutions of higher education.
In accordance with the Procedure for submission and consideration of applications in electronic form for participation in the competitive selection to institutions of higher (professional pre-higher) education of Ukraine in 2020, approved by the order of the Ministry of Education and Science of Ukraine dated April 6, 2020 No. 482, registered with the Ministry of Justice of Ukraine on June 9 of 2020 under No. 501/34784, the average score of the appendix to the document on complete general secondary education is calculated on a 12-point scale with rounding to tenths of a point and is calculated as the arithmetic mean of all grades specified in the appendix to the document (invariant part, variable part, state final certification). Subjects for which the entry "exempted"/"enrolled" was made, as well as electives, are not included in the total number.
Thus, in the event that the entrant provides a document on complete general secondary education, in which instead of the grades of the state final attestation, the entry "exempted" is made, the average score is calculated without taking into account the state final attestation from the relevant subject(s) into the general the number of items in the corresponding application.
