From June 1, 2018, the Ministry of Education and Culture plans to license the educational activities of higher education institutions exclusively electronically through the Unified State Electronic Database on Education. In order to test this system and ensure its effective operation, from March 1, 2018, for three months, licensing will take place simultaneously in both electronic and paper form.
Licensing cases will be registered in the order they are received by the MES according to the electronic queue.
"The transition to an electronic form of licensing will greatly facilitate and speed up its implementation, reduce costs and completely eliminate corruption risks. And the fact that we will make this transition from paper form to electronic form gradual, will give the opportunity for educational institutions to adapt to the new format", said Andriy Shevtsov, director of the department of certification of highly qualified personnel and licensing of the Ministry of Education and Science.
Within the limits of electronic licensing, the university will independently enter information on personnel and material and technical support to the EDEBO. Personnel information will need to be updated each academic year by March 1, and material and technical support by December 31 or within three months after the information is changed. In general, the educational institution has the right, if necessary, to update the information during the year.

The Ministry of Education and Culture is working on simplifying the procedure for licensing educational activities, in particular, its transfer to an electronic format, within the framework of the government-public initiative "Together Against Corruption".
