Simplified study programs, first time acceptance of 4-year external examination certificates and entrance exams in any combination. All this and other things are provided for in the draft Terms of admission to institutions of vocational pre-higher education in 2020, published on the website of the Ministry of Education and Culture. Proposals for the Terms and Conditions project can be sent until October 19 to shykova@mon.gov.ua.
"In this project, we offer a radically new perspective on education in pre-higher education institutions. We have detailed all the admission mechanisms by which, for example, Ukrainians who have long since finished school will be able to enter the institution and get a profession. It is important for us that people who want to study can always obtain vocational pre-university education without hindrance," said Oleg Sharov, head of the Directorate of Higher Education and Adult Education of the Ministry of Education and Culture.
In particular, the published project proposes the following TOP-8 most important solutions:
- Entrants on the basis of 11th grade will be able to submit for admission certificates of external examination in certain subjects or take entrance exams at their own discretion in any combination.
– In the case of submitting the results of the external examination, the entrant's score for the relevant entrance test is increased by 25%.
– For the first time, for admission on the basis of 11 classes, certificates of foreign language studies of 4 years will be accepted: 2017 (except for foreign languages), 2018, 2019 and 2020 in all subjects.
- Institutions of professional preliminary higher education will be able to offer admission to study under a shortened program not only to those who have a diploma of a skilled worker, but also to those who previously obtained a higher education.
- The possibility of obtaining a second, third and any subsequent professional education with budget funds is provided. Thus, entrants who have previously obtained the educational and qualification level of a junior specialist at the expense of the state budget have the right to obtain professional preliminary education free of charge. It is not necessary to reimburse funds for the period of preliminary training.
- Acceptance of applications and documents for those who enroll on the basis of 9 classes will be from July 1 to 13, entrance exams and creative competitions - from July 14 to 21, enrollment in the budget - no later than 18:00 on July 29.
- For those who enroll on the basis of 11th grades, registration of electronic classrooms will begin on July 1. Acceptance of applications and documents ends on July 22 for those who enter based on interviews or entrance exams; July 29 — for those who enter only on the basis of certificates of external examination. Entrance exams and creative competitions are held from July 23 to 28, enrollment in the budget is no later than 12:00 on August 8.
- One of the conditions for the enrollment of all entrants is the conclusion of an agreement on the provision of educational services between the institution of vocational pre-higher education and the entrant (with the participation of parents or legal representatives - for minor entrants), in particular, when entering the budget. In the case of enrollment in a contract, an agreement is additionally concluded between the educational institution and a natural or legal person on the relevant financial obligations.
