The Ministry stated in the document the justification of the need to abolish the mandatory credit-module system "Regarding the abolition of the mandatory credit-modular system".
As the Ministry of Education notes, in recent years, three regulatory documents have been in force in the regulatory framework for the organization of the educational process, which directly related to issues related to the organization of the educational process in higher educational institutions.
The list of documents that influenced the organization of the educational process:
- "Regulations on the Organization of the Educational Process in Higher Education Institutions", implemented by Order of the Ministry of Education and Culture No. 161 of June 2, 1993;
– "Temporary regulation on the organization of the educational process in the credit-module system of specialist training", put into effect by order of the Ministry of Education and Culture No. 48 dated 01.23.2004;
- "Methodical recommendations for the introduction of the European credit transfer system and its key elements", put into effect by order of the Ministry of Education and Culture No. 943 dated 10.16.2009.
When implementing these documents, there are a number of key elements that are mandatory for implementation, but at the same time they are not fully agreed with each other, as a result of which conflicts were caused during their practical implementation.
"Unjustifiably inflated requirements for documenting the support of the educational process, for example, regarding the structure and management of the student's individual study plan, the need to simultaneously register the results of the certification on three scales, etc., caused dissatisfaction among scientific and pedagogical workers," the message emphasizes.
The Ministry informs that the practice of educational institutions to issue final grades based only on the arithmetic sum of the results of the current control, without conducting examination control during the scheduled session, is unjustified.
"This not only leads to a decrease in the quality of specialist training, but also directly contradicts the recommendations of the main documents of the European Higher Education Area," the Ministry of Education notes.
In order to more qualitatively determine the level of knowledge of students, the Ministry of Education and Culture recommends distributing a certain number of points, from which the final grade will be formed, between the current control and the exam. In turn, this ratio can be formed at the teacher's discretion.
"Taking into account the above, the Ministry of Education and Science of Ukraine canceled the order of the Ministry of Education and Culture No. 774 of 12.30.2005, which obliged all universities to implement a credit-module system for the organization of the educational process in certain areas (specialties) and other documents specified by it." - the Ministry of Education and Science emphasizes.
Also, the Ministry emphasizes the need for higher education institutions to fully use the European credit transfer and accumulation system and its key documents (Information package/course catalog, Student application form, Study agreement, Agreement on practical training and quality obligations, Academic certificate, Supplement to the diploma) and tools in accordance with the requirements of the 2009 ECTS User's Guide, as stipulated by the Order of the Ministry of Education and Culture No. 943 of October 16, 2009.
Note that in accordance with the current Law of Ukraine "On Higher Education" all key aspects of the organization of the educational process are within the competence of universities, and are also a component of their academic autonomy.
According to the information of the authorized body on education, the credit-module system of the organization of the educational process in higher educational institutions has been canceled.
