The Verkhovna Rada Committee on Education, Science and Innovation found the work of the Ministry of Education and Science in providing textbooks and teaching aids for general secondary education to be unsatisfactory.
The decision was made at a meeting of the committee held on 22 October. The committee members unanimously noted that problems with the delivery of textbooks to schools have become systemic, which has led to delays in the 2024/25 academic year and may cause a disruption in the supply of textbooks in the next academic year.
In particular, the Committee drew attention to delays in the delivery of educational literature for visually impaired children and those studying in minority languages. The deputies also stressed the lack of proper mechanisms for providing textbooks to Ukrainian children abroad.
In addition, violations of the legislation on interactive electronic textbook applications and mandatory testing of educational materials purchased with public funds were noted.
The low quality of textbook content and the need to improve the procedures for competitive selection of educational materials for students and teachers were also highlighted.
Following the meeting, the committee approved a number of recommendations to the Cabinet of Ministers and the Ministry of Education and Science aimed at improving the supply of textbooks and their quality in the next academic year.
The meeting was attended by representatives of the Ministry of Education and Science, the Institute for the Modernisation of Education Content and the Ukrainian Institute for Education Development.
