On September 2, head of the Committee of the Verkhovna Rada of Ukraine on Science and Education, Liliya Hrynevych, reported on the draft Resolution "On holding parliamentary hearings on the topic: "Legal support for education reform in Ukraine."
The People's Deputy called on parliamentarians to turn their attention to education. According to her, the national security of the country is created not only at the front, but also in educational institutions. "Education is a strategic resource of the state's civilization," she emphasized.
247 deputies voted for the adoption of the draft resolution No. 2438a, with the minimum required of 226.
On her Facebook page, Liliya Mykhailivna noted: "This is a very important decision, because against the background of the constant challenges of European integration and the war that the country is dealing with, we must update the educational legislation in order to solve current problems, in particular, the payment of the work of pedagogical workers, without the support of which reforms will not take place. Now the payment for their work is incredibly meager. It is wonderful that the government found an opportunity to increase it from September 1. However, this does not solve the problem. We have to fundamentally change the principle of additional payment by law, according to which people with higher qualifications and better work results should receive significantly better wages.
We should also address one of the most successful reforms that we can lose if we are inactive - the system of external independent evaluation. A whole series of problems: updating the content of education, assessing the quality of education and ensuring equal access for every child, regardless of social status and health, because there are currently huge obstacles to inclusive education for children with special needs - all this must be solved in the new legislation .”

"Legal provision of education reform in Ukraine"
The Verkhovna Rada of Ukraine decrees:
1. On December 9, 2015, in the hall of plenary sessions of the Verkhovna Rada of Ukraine, hold parliamentary hearings on the topic: "Legal support for education reform in Ukraine."
2. By November 1, 2015, the Cabinet of Ministers of Ukraine should prepare and submit to the Verkhovna Rada of Ukraine the necessary informational and analytical and reference materials on the subject of the parliamentary hearings and specific proposals for the draft of their recommendations, as well as determine the speakers on the specified issue.
3. The Committee of the Verkhovna Rada of Ukraine on Science and Education with the involvement of representatives of central and local executive bodies, educational institutions, scientific institutions and public organizations to implement appropriate measures for organizational and methodical support of parliamentary hearings.
4. To invite the President of Ukraine, the Minister of Education and Science of Ukraine, the Minister of Economic Development and Trade of Ukraine, the Minister of Finance of Ukraine, other heads of central executive bodies, heads of regional state administrations, heads of specialized commissions of regional councils, heads of education departments and scientists of regional (city) state administrations, scientists of the National Academy of Sciences of Ukraine, heads of educational institutions, representatives of public educational organizations.
5. To the National Radio Company of Ukraine and the National Television Company of Ukraine, the Information Department of the Verkhovna Rada of Ukraine, ensure that parliamentary hearings are covered in the mass media in accordance with the established procedure.
6. To provide the management of the affairs of the apparatus of the Verkhovna Rada of Ukraine with the financing of expenses necessary for the organization and holding of parliamentary hearings and the publication of their materials by the Parliamentary Publishing House.
7. This resolution enters into force on the day following its official publication.
