Certain categories of Ukrainians can receive a voucher from employment centres to finance their studies at vocational, professional pre-university or higher education institutions.

The voucher is available to people who already have an education, are not registered as unemployed with the employment service and have not received training at the expense of the Compulsory State Unemployment Insurance Fund in the last three years. These categories include citizens aged 45 and over with more than 15 years of insurance experience, veterans and combatants, internally displaced persons, people with disabilities, and those who were injured as a result of military aggression or held in captivity.

To receive a voucher, you need to choose a speciality, profession and educational institution, and then apply remotely or in person to the employment centre with the relevant documents. Within 90 days of receiving the voucher, you must sign an agreement with the educational institution.

The maximum amount of the voucher is UAH 30,280. If the tuition fee exceeds this amount, the difference is covered either by the student or the employer.

The voucher can be used to obtain professions in the fields of IT, construction, transport, education, medicine, agriculture, social services, etc. A person has the right to choose a profession, an educational institution in Ukraine and a form of education (full-time, part-time or distance learning).

According to the Ministry of Economy, in 2024, the state has already allocated UAH 327 million for the training of 23,000 Ukrainians who used vouchers. The most popular areas of study were nursing, psychology, pre-school education, medicine, as well as the professions of cook, driver, tractor driver and pastry chef.
