The European Investment Bank will provide 120 million euros to improve energy efficiency in Ukrainian universities. The relevant Financial Agreement between Ukraine and the EIB was ratified today, November 8, 2017, by the Verkhovna Rada of Ukraine.
The project was initiated and developed by the Ministry of Education and Science of Ukraine together with the EIB to help Ukrainian universities to use energy resources more efficiently. According to the agreement, the total cost of the project is EUR 160 million. Of these, 120 million is provided by the EIB, another 10 million is an investment grant from the East European Partnership for Energy Efficiency and Environment (E5P) Fund, and the remaining 30 million has agreed to be provided as a loan by the Northern Environmental Finance Corporation (NEFCO). Loan funds are drawn for 20 years with a 5-year grace period.
7 universities were selected to participate in the first stage:
- National Technical University "Lviv Polytechnic",
- Poltava National Technical University. Yuriy Kondratyuk,
- Chernihiv National University of Technology,
- Sumy State University,
- National Pedagogical University named after M. Drahomanova,
- National Technical University "Kharkiv Polytechnic Institute",
- Vinnytsia National Technical University.
An energy audit was conducted at these universities, based on the results of which the scope of work for each project was determined. Preparation of specific recommendations and design and estimate documentation is currently underway. In total, works are planned to be carried out in 147 buildings, they will be aimed at energy saving and optimization of energy consumption management processes.
According to the results of the project, participating universities should achieve the highest educational and research standards, improve their own material base and significantly reduce the level of energy consumption.
The agreement also provides for the second stage of the project, aimed at improving energy efficiency and purchasing equipment for scientific laboratories of universities. The MES will announce the competition for the selection of its participants in the near future, which will be announced further.
